Digital Certificate of Entitlement (DCE)

The Digital Certificate of Entitlement (DCE) system is a state-of-the-art mobile and web-based authentication solution that can verify the identity and location of the United Nations Joint Staff Pension Fund (UNJSPF) retirees and beneficiaries. It is a significant and innovative processing change. It is a new web-based application for UNJSPF clients, responds to worldwide COVID-19 disruption, is environmentally friendly by reducing paper, delivers organizational efficiencies, is user friendly and secure, and uses new biometric, facial recognition, blockchain, and global positioning technologies.

The DCE was developed in 2020 by the UNJSPF and the United Nations International Computing Centre (UNICC) and launched in 2021. It provides UNJSPF retirees and beneficiaries a fast, easy, and secure way to complete their annual proof-of-existence exercise, also known as the Certificate of Entitlement exercise, for continued benefit payments. With the solution, UNJSPF clients will have the option to conduct the exercise entirely online, instead of relying on paper and postal services and wait for months to complete the process.

Compared to the paper-based proof-of-existence solution, the DCE application offers retirees and beneficiaries a much faster, secure, and easier way to validate their identities and locations to meet the requirements for continued benefit payments. After downloading the application on their smartphones or tablets, they can enroll in the app in a few easy steps by filling out some personal information and taking a few pictures of themselves. Once enrolled, they schedule an in-person video appointment with the Fund’s Call Centre to complete the identity verification process.

Aligned with the Secretary-General’s vision of a digital United Nations and UN 2.0, the DCE is part of the implementation of the UNJSPF strategy in simplifying client experience and modernizing the Fund’s services.

As of February 2024, over 40 per cent of the UNJSPF retiree and beneficiary population is enrolled in the DCE app.
