Strategy & Resources

We will build modern capabilities – data, digital, innovation, foresight and behavioural science – into the ‘DNA’ of all UN entities.

By aligning our long-term strategic plans with UN 2.0 and building learning organizations, we will be able to embed these capabilities into our core operations to drive transformative change and address evolving global challenges effectively.

Investment Cases and Budgeting

Investment Case for Data

All UN 2.0 areas can help making our work more effective. Demonstrating the benefits of investing in data can support resource shifts. A World Bank study found that every $1 invested in data ecosystems can yield a $32 return.

Intro to Budget Frameworks

Effective budgeting underpins strong investment cases, resource allocation, and informed decision-making. Explore three common budgeting methods, offering a first introduction and pros and cons to help you find the best fit.

4 Key Actions for the UN System in the area of Strategy and Resources

In the area of Strategy & Resources, the UN 2.0 Action Plan includes four essential actions all UN entities are asked to take for embedding UN 2.0 into existing plans, guides and teams.

Action 1

Integrate in multi-year strategic plans
Introduce UN 2.0 approaches in Sustainable Development Cooperation Frameworks, country programme documents and entity plans with use-case centric approaches in support of SDG transitions and pooled funding support where possible.

Action 2

Integrate in key programme plans
Integrate UN 2.0 approaches (data, digital, innovation, behavioural science, foresight and culture change) into the programme and operations priorities of entity-level multi-year strategic plans, with resource allocation where possible.

Action 3

Strengthen HQ practices
Develop dedicated leadership roles and units for data, digital, innovation, foresight, and behavioural science at HQ to support (country) programmes, best practices and systemic change, supported by transformation experts. Smaller entities consider pooling cross-entity capacity or joint centers of excellence.

Action 4

Track Progress
Conduct annual progress assessments using existing UN 2.0 scorecards, presenting results to the CEB, and provide templates for similar self-assessments at entity, country, and team levels.

Example

ACTION 1:
Integrate in multi-year strategic plans

UN 2.0 Resource Trackers
Some entities have introduced digital markers, similar to gender markers, to track resources allocated to UN 2.0 projects to identify baselines and targets.

ACTION 2:
Integrate in key programme plans

Country-level Integration
UN 2.0 methods can increase impact of programming for SDG transitions. For instance, in projects to foster digital connectivity or data ecosystems for health.

ACTION 2:
Integrate in key programme plans

Use-case-centric Approaches
A structured framework for evaluating use case effectiveness can help to focus on what's best, such as the UNICEF’s 5-D Innovation Framework.

ACTION 3:
Strengthen HQ practices

Establish Leadership Roles
Entities have appointed roles such as the Chief Digital or Data Officers reporting to top management to increase programming expertise and drive change.

ACTION 3:
Strengthen HQ practices

Partnering for Pooled Capacity
For smaller entities that lack scale for independent units, partnering with other entities to pool resources or for shared Centers of Excellence can be the best solution.

ACTION 4:
Track Progress

UN 2.0 Scorecards
A system-wide tool that serves to track progress across entities, helping to guide investments and capacity-building through system-wide comparisons.

ACTION 4:
Track Progress

Self-Assessments
Consider using UN 2.0 assessment templates in annual planning at the entity, country, or team level to identify missing capacities and areas for improvement.
