The UN Toolkit on Synthetic Drugs

Synthetic drug manufacture can occur anywhere depending on human creativity and the availability of a few strategic chemicals. The dynamic nature of synthetic drug markets necessitates creative, nimble, and adaptable solutions.

The UN Toolkit on Synthetic Drugs was launched in March 2019 to support the international community in developing innovative and comprehensive responses to the global synthetic drug problem.

Coordinated by the UNODC Synthetic Drug Strategy, the Toolkit brings together a wide range of guidance and resources from a variety of specialised agencies across the UN system, including: World Health Organization (WHO), the International Narcotics Control Board (INCB), the Universal Postal Union (UPU), the World Customs Organization (WCO) and the International Civil Aviation Organisation (ICAO), as well as from collaborating partners within UNODC, including the Laboratory and Scientific Services, the Cybercrime and Anti-Money Laundering Section, the Prevention, Treatment and Rehabilitation Section, the Secretariat of the Governing Bodies and the Organized Crime and Illicit Trafficking Branch.

The Toolkit is tailored to experts, practitioners, and policymakers in the fields of health, law enforcement, forensics and research.

The content of the Toolkit is organised into modules on different topics relevant to addressing synthetic drugs. New modules, tools and resources are being added to the Toolkit on a continuous basis to keep it current, beneficial and relevant.

As of May 2024, the Toolkit features over 400 resources, has over 175,000 users, and is available in all six official UN languages.
